The new mayor, James Hall, takes a day to relax on the river. Unfortunately, that is when Shockwave attacks! He's determined to kill the new mayor and powerfully motivated to do so - real estate developers have kidnapped his children! These men want the mayor to terminate the Titans' sweetheart lease so that they can build a casino on the same site. For the Titans, it was never a question of whether Shockwave was a villain or not - children were in danger and they were determined to keep them from harm.
