Why has Starfire destroyed a communications satellite? Why has she attacked a newscast while wearing a tinfoil hat? The Titans and the military would like to know. Nightwing doesn't know if she's possessed, insane, or possesses information the rest of the group does not. Finally, their military contact shows them some additional information. Meanwhile, Jesse Quick and Troia have found Starfire, who is desperately tired but doesn't feel she can stop. She claims she must stop something she calls "The Consensus". Back at the briefing room, the additional information has convinced Nightwing and the rest. They ask how they can help and their contact tells them they need to... spread The Consensus...
