Following the events of Legends, the new Justice League gather at the old headquarters and despite the arrival of more senior heroes, Green Lantern Guy Gardner proclaims himself the leader. Watching the television reports of the League's reformation is Maxwell Lord IV who has a large interest in the League. Spurred on by Gardner's arrogance, the League quickly dissolves into infighting before the arrival of Batman who calms everyone, particularly Gardner, down. At the United Nations building in New York, Doctor Light struggles with her League communication device and then interrupts a gang of terrorists who have taken the assembly hostage and plan to detonate a bomb. Using her communicator, she sends out an alarm which the League receive even though she is not actually a member. Batman coordinates the team in a highly effective attack, successfully rescuing the assembly and leaving the terrorist leader to commit suicide. Maxwell Lord, it transpires, had financed the terrorists but had not given the firing pin for the bomb to the leader.
