Blaze infiltrates a secret government installation in search of the remains of his friends that died in the Quinten Carnival massacre. He learns that government scientists have been using the remains to conduct genetic experiments. With some help from some old friends, Blaze destroys the genetic samples and escapes with Steel Wind who was also being experimented on.
