Nick Fury (now a General and Director of S.H.I.E.L.D., thanks to Colonel Wraith's stunt in Ultimate X-Men's second story arc) recruits Bruce Banner to his braintrust to create a team of superheroes. He doesn't want the Hulk, but he wants the mind that created the Hulk to produce a super soldier. Banner's getting depressed that Hank Pym is getting results with his Giant Man formula, but receives good news about the recovery of Captain America's body from the North Atlantic.
