Batman is still missing in action, so it falls to Robin to watch over Gotham... and it's not an easy job. Jason Todd, formerly Robin, is uniting the gangs of Gotham under his leadership. In a twisted vision, he plans to use them to take over the city to better protect it. Robin sets out to stop him, but not without wondering if perhaps Jason has a point.
