War Games - Act 1, Part 7: Cold Hard Facts
The gangs of Gotham are fighting all over the city. The rules of the game have changed, and no one is safe. Catwoman fights to keep the East End under her control, but the conflict is spilling into her territory. Holly tells Catwoman someone has arranged a meeting between two gangs and this is an ambush. She tries to intervene but arrives too late - Mister Freeze has murdered everyone. She gets in a fight with Freeze, and when he tries to escape using a slide he crashes into a wall and is knocked... cold. Considering calling Batman to see to Freeze, she spots Spoiler on a nearby rooftop. Spoiler flees and Catwoman gives chase and catches her. Spoiler - Stephanie Brown - feels that she started the gang war. She takes Spoiler to a haven, there learning that after Batman fired Stephanie as Robin, she wanted to prove she could stop crime, so she took one of his plans for controlling crime. It called for organizing the crime factions under Batman's secret control, but it failed because Batman's undercover agent, Matches Malone, never showed. Spoiler never knew Malone is one of Batman's aliases. The failure of this plan has ignited gang wars all over the city, and things are going to get worse...
