Spoiler races across Gotham. Now that she understands what went wrong when she tried to implement one of Batman's war-game scenarios, she sees what has to happen to fix it. Orpheus, the head of the Hill gang, is the key... the plan involved putting him at the head of a unified Gotham crime syndicate, answering secretly to Batman. Bruce finally realizes what's going on, and who is behind it. As he fills the others in, he explains the plan to them, and goes in search of Orpheus himself. Tarantula has been tasked with running the Penguin out of town. He's responsible for the power outage, and according to Batman is now the biggest threat in Gotham. He has to go.
